Typical Calendar Year for Community Development Department (Adobe Acrobat, 47Kb)

The Community Development Department, as part of the county’s Governmental Services Division, focuses on housing and community development issues. The department’s primary responsibility is administering the CDBG and HOME programs which are federally funded through HUD (U.S. Department of Housing and Urban Development); it also works with the county’s Housing and Redevelopment Authority (ACHRA). Community Development is responsible for the following:

Continuum of Care (CoC)

The Continuum of Care is HUD’s comprehensive approach to assisting individuals and families in moving from homelessness to independence and self-sufficiency.

Community Development Block Grant (CDBG) Program

The CDBG program is the federal government’s primary program for promoting community revitalization throughout the country.

HOME

The HOME Investment Partnerships program affirms the federal government’s commitment to provide decent, safe, and affordable housing to all Americans and to alleviate the problems of excessive rent burdens, homelessness, and deteriorating housing stock.

Anoka County is part of the metro-wide Fair Housing Implementation Council that is working to address Fair Housing issues.

Reporting Documents

The Community Development Department has several reporting documents that summarize various programs, describe short- and long-term program goals and measure our success in achieving those goals. These documents include a 5-Year Consolidated Plan (submitted every five years), an annual Action Plan, an annual CAPER (Consolidated Annual Performance & Evaluation Report) and an annual Exhibit One (drafted by the Continuum of Care). Each of these documents is submitted to HUD for review and approval. Once these documents have been approved by HUD, they are added to our Web site for the public’s information and reference. The documents on the web site include only the narrative portion. The entire document, including all attachments, can be viewed in our office; or if you wish, a copy can be provided to you (a copying fee will be charged for each document requested). Please contact our department with any questions or requests. Summarized below are the various documents mentioned:

5-Year Consolidated Plan:

This plan lays the groundwork for each 5-year funding period. It describes the county’s upcoming needs and priorities as determined by department consultations with cities, towns, agencies, and other organizations. Every 5 years the Needs and Priorities Chart is updated, and each applicant seeking funding must have an activity that meets either a High or Medium priority before it will be considered. The Con Plan also sets measurable goals that the department works to accomplish over the next five- year cycle. The document is submitted every fifth year in May. Action Plan:

This document lists those activities awarded funding for the program year starting in July. It briefly describes the types of activities funded and the amount of funds awarded to each recipient; it notes the national objective the activity will meet, the measurable goal/s it will achieve and who will benefit from the activity. CAPER:

The Consolidated Annual Performance & Evaluation Report is submitted each September and reports on the previous program year’s success in reaching the goals set in the 5-year Consolidated Plan.  Download this document (Adobe Acrobat format)

Exhibit One:

This document is completed by Anoka County’s Continuum of Care group. The Exhibit One describes the county’s plan to end homelessness as well as its success-to-date in achieving that federally mandated goal. The document also includes applications requesting funding from HUD’s SuperNOFA fund. The date HUD announces the availability of SuperNOFA funds varies from year to year, so the submission date for the Exhibit One varies depending on when HUD makes its announcement.
